More than 100 major European cities now charge a tourist levy, which mostly applies to overnight stays. The revenue is meant for maintenance and environmental protection.

Key Destinations Imposing Fees

Several hotspots implemented or expanded the tourist taxes in 2025:

Venice, Italy: A €5-€10 fee for day-trippers applies on peak days. It discourages short visits. The city will extend and adjust the rule in 2025.

Santorini and Mykonos, Greece: Cruise passengers pay up to €20 in peak summer. This charge is part of broader seasonal levies to manage crowds.

Kyoto, Japan: Accommodation taxes are rising. Proposals suggest rates up to 10,000 yen (€58-70) in the coming years.

Bhutan: The country charges one of the world’s highest fee. The $100 daily Sustainable Development Fee supports low-impact tourism. Officials reduced it from $200 in 2023.

Galápagos Islands, Ecuador: International visitors pay a $200 entry fee. This protects unique ecosystems.

Seville, Spain: Officials are discussing fees for sites like Plaza de España.

Edinburgh, Scotland: A 5% accommodation levy begins in 2026. The city expects to raise millions annually.

Other examples include New Zealand’s visitor levy and Japan’s departure tax. Caribbean nations charge entry fees. Places like the Dolomites and Torres del Paine have added charges for trails or attractions.

The Debate: Effectiveness and Unintended Consequences

These tourism taxes aim to fight overtourism, but experts question if low fees stop visitors. High charges clearly reduce numbers in places like Bhutan. Moderate fees might just shift tourists to nearby areas. The pressure on historic centers remains.

Digital Bureaucracy Adds to Costs

Electronic systems are increasing the expenses:
US ESTA: The fee doubled to $40 in late September 2025. UK ETA: The cost is £16. It rose from £10 earlier in the year. EU ETIAS: Planners expect fees of €7-20 for late 2026. These entry requirements involve advance planning and increased travel costs.
